The child abuse and neglect prevention program mandated in these bills establishes a program for which counties and federally recognized American Indian tribes and bands in Wisconsin may apply through a competitive application process administered by the Department of Health and Family Services (DHFS). The legislation further provides, as components of the child abuse and neglect prevention program, prevention grants and reimbursement through Medical Assistance for certain case- management services. The legislation also requires that the child abuse and neglect prevention programs in the counties and Indian tribes selected for grants have as part of their programs a home visitation component and a "wraparound" process that provides services in a flexible, comprehensive, and individualized manner for certain individuals and families defined as "cases" in the legislation. The legislation will further provide funds to DHFS from which it will offer technical assistance and training to counties and Indian tribes awarded grants. Other elements of the legislation discussed are program collaboration, domestic abuse training requirements, and the establishment of a nonprofit corporation for the purpose of soliciting and accepting contributions for the Children's Trust Fund.
