The index offenses are murder, aggravated assault, burglary, robbery, rape, larceny, and motor vehicle theft. In 1996 North Carolina law enforcement agencies recorded 398,822 index offenses, a 0.3-percent decrease from 1995. The clearance rate for 1996 was 22.6 percent, compared to 21.6 percent for 1995. There were 42,556 violent offenses (murder, robbery, aggravated assault, and rape) reported in 1996, compared to 45,015 in 1995 (5.4-percent decline). Although the 20-percent drop in juvenile (under age 18) arrests for murder in 1996 was a positive sign, the number of juveniles arrested for both violent and property crimes increased 5 percent. The clearance rate for violent offenses was 52.3 percent in 1996 compared to 50.5 percent in 1995. There were 356,266 property offenses (burglary, larceny, and motor vehicle theft) in 1996, compared to 354,937 property offenses in 1995, a 0.4-percent increase. The clearance rate for property offenses was 19.0 percent in 1996 and 17.9 percent in 1995. For 1996, the value of property stolen was $370,458,603, compared to $320,282,953 in 1995.
