This article reviews actions necessary for implementation of a comprehensive policy to prevent serious and persistent juvenile crime.
Abstract
A strategy for prevention policy implementation should include: reduction of risk factors and stimulation of protection factors; definition of the prevention area; mobilizing managers and authorities; forming a prevention team; carrying out a risk analysis; setting priorities and objectives; carrying out a strength analysis; evaluating procedures; and setting a time scheme. An effective prevention policy should include early prevention programs, perhaps beginning with health care at birth and follow-up health care for both infant and mother and parental support. Much will depend on the efforts which the government, local authorities and districts are prepared to make. Some of those efforts may include: help and support facilities for all children and young people between ages 0 and 18 years; a prolonged schoolday as a form of child day-care; emphasis on preschoolers learning the language of the majority population; more employment for young people with a low level of education; and long-term investment.
