Narrative and statistical tables provide an overall depiction of the activities of the Hawaii County Police Department for fiscal year 1995-96.
Abstract
Following an overview of the work and activities of the Hawaii County Police Commission, the structure, personnel, and operations of the Administrative Bureau are profiled. The report then describes the structure, personnel, and work of the various departmental sections and programs. These encompass investigative operations, field operations, the Criminal Intelligence Unit, internal affairs, the Communications Dispatch Section, Drug Abuse Resistance Education (D.A.R.E.), the Crime Laboratory, crime prevention, Police Activities League, and community oriented policing. The latter is a relatively new departmental innovation. The initial effort involved the deployment of five officers to various sections of Hawaii County. Officers met with various community associations and local businesses in their designated areas as a means of assessing the problems in that area. Officers developed plans with information and data acquired from community members, and objectives were established within the scope of the Federal funding grant. Projects included the establishment of mini-police stations, foot and bicycle patrols, neighborhood and park beautification, the identification of problems on school campuses, drug-free activities, and senior citizen crime prevention programs. Other activities are reported for the drug testing program, the Vice Section, Positive Alternative Gang Education, the Training Section, records and identification, a fiscal summary, awards, and renovations. The Law Enforcement Code of Ethics is also included. Data cover the number of persons charged and dispositions for 1995, a 6-year comparison of juvenile arrests, offenses known to police and clearances by district for 1995, adult and juvenile crime index for 1995, and traffic statistics for 1995.
