The operation of a privately managed correctional institution in New South Wales, Australia from April 1995 through March 1996 was studied, based on official records and interviews facility staff and government officials and a comparison of the findings with data from facilities operated by the New South Wales Department of Corrective Services.
Abstract
The analysis covered the third year of operation of the Junee Correctional Center by the Australasian Correction Services (ACS), a consortium that included Thiess Contractors, Wackenhut Correctons Corporation of the USA, and ADT Security. ACS subcontracted the facility's management to a subsidiary company. The initial management contract is for a period of 5 years, with an option for a 3-year extension. The analysis revealed that the types of inmates changed substantially in the third year. The facility's organization was modified to address the changes in the inmate mix. In addition, many inmate programs and services were redesigned to ensure their relevance and appropriateness. Moreover, data collection continued to improve during the year.
