Seizures rose by 6 percent. Cannabis was involved in 75 percent of seizures. The number of seizures involving heroin rose by 52 percent, those involving cocaine (including crack) rose by 12 percent and those involving amphetamines were up 18 percent. Seizures of cannabis remained static. While the weight of cocaine seized rose by 81 percent, amounts of most other class A drugs fell, including heroin by 23 percent. Drug offenders increased by just over 1 percent to 95,000. Almost 90 percent were possession cases, mainly of cannabis. The number of heroin offenders rose 40 percent to 5,900. The use of cautioning for offenders leveled off, with just over half cautioned, 21 percent fined and 9 percent sentenced to immediate custody. Figures, tables, notes, index
