The seminar was intended primarily for law enforcement officers with line responsibility for investigating and prosecuting corruption. The seminar provided information on general causes and characteristics of corruption in the participating countries, as well as information on anti- corruption strategies to identify and analyze problems encountered in investigation and prosecution. Suggestions were offered on best practices with respect to both preventive and repressive control mechanisms, including how inadequacies in respective laws impeded their use. Guidance was also provided on legal developments in defining "corruption," so as to comply with the principle of legality. The aforementioned objectives were achieved through a discussion of the case studies that each participating country prepared, as well as cases and other material presented by experts. Submitted case studies were examined in four categories: corruption of police and customs, corruption in the administrative process, corruption in the judiciary, and corruption in the privatization process. The Panel on Technical Cooperation identified two levels of problems that must be addressed in an anti-corruption strategy: strategic obstacles, which deal with difficulties in the approach to and organizational activities in combatting corruption; and institutional obstacles, which reflect current dynamic socio- legal changes in the region. Suggestions are offered for countering identified legal, organizational, skill-related, and environmental obstacles. Suggestions are offered for technical assistance and cooperation as well as preventive measures. The seminar schedule is included.
