This report presents the themes and conclusions of a Seminar on Anti-Corruption Strategies for Central and Eastern European Countries, held in Budapest, Hungary, April 7-12, 1997.
Abstract
Information technology is particularly useful for repetitive routines in the correctional sector and can help to make correctional administration more efficient. It will also allow prison staff to spend less time on administrative work. This manual highlights the issues that should be considered when developing a task-based information technology system for the daily operations in correctional administration. Comments are made concerning the approaches, the principles, standards, and rules of development, as well as the quality, the requirements, and monitoring of information technology systems within the correctional area. After discussing policies for the introduction of information technology, specific requirements for information technology systems in correctional administration are reviewed, along with needs of the correctional administration. A section on system development discusses the following topics: needs assessment, examination of routines, top management involvement, project management, terms of reference of the project and project plan, project-specific issues, budget, system implementation, communication, security planning and system recovery, roll-out plan, documentation, and training. Remaining sections of the manual address the system in operation, in-house operation or out-sourcing, administrative responsibilities, staff participation, legal aspects, and information security. ISO standards and international cooperation are also discussed.
