The paper discusses how pedophiles use the Internet, characteristic activities and identification, enabling access to material which most societies ban, distribution of such materials, and how pedophile organizations use Internet technologies to achieve personal privacy and anonymity. Counteracting the Internet activities of pedophiles could include: (1) insisting upon adequate user identification; (2) insisting that users agree certain activities are not tolerated; (3) requiring users to accept responsibility for their activities while online; (4) a Code of Conduct for Internet service providers; (5) a hotline for complaints from the public; (6) an independent self-regulatory body; (7) closing public access to adult newsgroups; (8) following up pedophile requests; and (9) mass-poster alerts.
