In order to maintain a secure and safe working and living environment for staff and inmates, the Department proposes solutions for prison crowding, continued female population growth and management of violent and disruptive inmates. To ensure public safety and programming opportunities by effectively monitoring and supervising released offenders, the Department will provide database enhancements, and improve day reporting centers and delivery of services. To meet the challenges of a growing juvenile population, the Department will provide expanded program opportunities and secure facilities. To reduce the incidence of offenders with substance abuse histories from returning to criminal lifestyles, the Department will strengthen and expand the delivery of substance abuse treatment in a correctional setting.
