As part of the Crime Control Act of 1984, Congress created the U.S. Sentencing Commission as an independent body in the judicial branch of government. The Commission is charged with establishing sentencing policies and practices for the Federal criminal justice system that accomplish punishment, deterrence, incapacitation, and rehabilitation. Analysis of a prison impact model to determine the impact of the new guidelines disclosed that straight probation sentences will decrease, average time served will increase and the guidelines alone will not have a major impact on prison population.
