Abstract
The lead article describes how two counties in New Jersey reduced the enormous backlogs that plague courts of similar size elsewhere: Hudson County through procedural changes and Middlesex County through administrative changes. The second major article describes the National Institute of Justice’s Drug Use Forecasting system. The purpose of the system is to track drug use trends among urban defendants suspected of dangerous crimes.
