Current and projected crowding within Department of Corrections facilities is the single most critical factor that is affecting the safety of staff and inmates. As of the end of February 1999, nearly 43,400 inmates were housed in facilities designed to accommodate slightly more than 27,300 inmates. Nearly 90 percent of all inmates in adult institutions are double or multi-celled. Actions necessary to address overcrowding needs are an increase in the number of secure beds to offset the projected growth of violent offenders with lengthy sentences; action to address issues related to the continued increase in the female inmate population; and the use of stringent measures to enhance staff safety and strengthen systems for effectively managing inmate behavior. Another issue that must be addressed is the reintegration of the offender into the community. Among other actions, this will require the implementation of a continuum of services from prison to release that provides meaningful program opportunities for the continuous development of useful skills and positive attitudes for the released offender. The Corrections Department is faced with increased public safety and service demands during a period of limited resources. Efforts are underway to change policies that will coordinate services in the Adult Division with PreStart, work release, electronic detention, and other specialized services provided by the Community Services Division. Other issues that must be faced are crowding within juvenile facilities and the increasing number of inmates with drug problems and drug offenses.
