The first step in the project was to establish a policy steering committee and a consortium of treatment providers. The main objective of the project was to develop a Centralized Intake Unit (CIU) to assess clients and refer them for appropriate treatment. A clinical diagnostic and research instrument and a management information system were also devised to facilitate data collection and analysis. The evaluation strategy for the project consisted of both process and outcome evaluations. The project demonstrated how a drug treatment program can be planned and evaluated. Clinical staff of the CIU were central to the project, and evaluators were sensitive to the need for data collection. In addition, evaluators constantly provided feedback to clinicians and administrators as the project developed over time. 1 reference
