According to the police chief, the most important achievement in the 1997-98 fiscal year was the expansion of the Community Oriented Policing program; five new community policing officers were added to the program, bringing the total number of officers to 14. This means that two new communities have been added to the previous four communities that have community policing officers assigned to them. In addition, the department expanded its Neighborhood Watch program to 19 new and re-established programs, bringing the number of participating communities to 137 throughout the Big Island. Community policing officers not only worked with the Neighborhood Watch groups, but also developed Business Watch groups in downtown Hilo and Kainaliu. The data presented in tabular and graphic form address the number of adults and juveniles charged and disposed for 1997 by offense type; a 6-year comparison of juvenile arrests in the County of Hawaii (1992-97); the number of Index offenses known to police and the number of each type of offense cleared; the number of Index crimes committed by adults and juveniles by offense and the number cleared; traffic statistics for 1997 by county; and the number of accident reports and traffic-related deaths.
