Subcommittee members were selected from a cross-section of criminal justice agencies, including the Ohio Bureau of Criminal Identification and Investigation, the Ohio Organized Crime Investigations Commission, the Department of Rehabilitation and Correction, sheriff offices, municipal police departments, drug task forces, and federal agencies. The subcommittee came up with 10 recommendations to improve Ohio's response to violent crime committed by repeat criminals. The recommendations include: (1) Establish uniform definitions for repeat violent offenders, major drug offenders, and firearms specifications violators; (2) Develop a system to identify and flag offenders eligible for repeat violent offender prosecution; (3) Develop and implement a system to notify law enforcement agencies when an offender is released into the community; (4) Expand the mission of drug task forces to include the investigation, apprehension, and prosecution of repeat violent offenders, criminal gangs, and firearms violators and traffickers; (5) Enhance capabilities of federal, state, and local agencies to control criminal gang activities; (6) Ensure that prosecutors fully use mandatory sentencing provisions for repeat violent offenders, major drug offenders, and felony firearms violators; (7) Coordinate statewide training for state, local, and task force personnel on violent crime, repeat offenders, illegal gang activity, and illicit firearms trafficking; (8) Develop a coordinated strategy to control illegal firearms trafficking; (9) Fund expanded task force and violent crime control operations from State general revenue sources; and (10) Monitor the implementation of the recommendations and evaluate their impact on violent crime in Ohio.
