A total of 3.4 million offenses were handled by fixed penalty notice issues by the police and traffic wardens, an increase of 2 percent from 1996. Local government parking attendants issued 3.8 million penalty charge notices, an increase of 7 percent from 1996. The 2.2 million court proceedings for traffic offenses during 1997 represented a 2 percent decline from 1996. The number of speeding offenses handled by police action increased by 17 percent from 761,000 in 1996 to 891,000 in 1997. Automatic cameras provided evidence for 390,000 offenses in 1997, including 38 percent of the speeding offenses.
