This report explains the Pennsylvania Uniform Crime Reporting (URC) Program and presents statistics on the nature, volume, and extent of crime in Pennsylvania during 1996, based on data provided by police agencies participating in the Pennsylvania UCR Program.
Abstract
Pennsylvania law enforcement agencies reported 931,470 crimes to the UCR program in 1996. This total represented a rate of 7,716 crimes per 100,000 estimated population, a decrease of 0.4 percent from the previous year's total of 927,601 crimes. The total included 382,955 index offenses and 548,486 Part II offenses. Law enforcement agencies cleared 45.8 percent of all the offenses, including 24.4 percent of the index offenses and 60.7 percent of the Part II offenses. Police made 427,720 arrests, an increase of 0.4 percent from the previous year. A total of 79.2 percent of the arrestees were males, 73.1 percent were white, 26.5 percent were black, and 0.4 percent were other races. A total of 27.1 percent of the arrestees were juveniles under 18 years old; 55.1 percent were under 25 years old. The data also cover the use of weapons, hate crimes, victim and offender characteristics, geographic distributions of offenses and law enforcement employees, and assaults on police officers.
