This is the fourth and final report in a series from a longitudinal study that examined the first 4 years of operation of the Junee Correctional Centre, a private prison in New South Wales, Australia.
Abstract
The larger study's aims were to provide a historical record of how Junee developed from the time it became operational; to identify and illustrate differences in the way Junee operated compared with departmental facilities; and to identify those aspects of the Junee operation that were innovative. This report covers the fourth year of the facility's operation (April 1996 to March 1997). The fourth year was a time of consolidation in which the management and staff at Junee could reorganize, modify, and review work in progress. This study of the facility's fourth year continues to present data from official records and compares this data with data for previous years and with data collected for selected departmental facilities. This report presents data and information on the facility's operating environment, the inmate mix, inmate status, events in custody, security, inmate rights and privileges, inmate management, programs, health services, industries, and staff. An inmate profile is also provided. The report concludes that by the end of year four, opportunities for innovation in inmate management and the provisions of programs and services were limited. The areas of operation that presented the greatest opportunity for innovation were human resources (staffing) and administration; it was in these areas that innovation was most noticeable over the 4 years of this study. 11 references, 8 charts, 39 tables, and 8 appendixes with supplementary data and information
