This article describes the composition, objectives, equipment, and training of the Arizona Department of Corrections' Designated Armed Response Teams (DART), which have the task of providing an immediate response to crises in medium-security and maximum-security correctional facilities.
Abstract
Within the response plan, DART teams are to assemble, draw equipment, and be on the scene within 8 to 10 minutes to contain small disorders, so as to prevent escalation into major disorders. There are five levels of response depending on the severity of the incident. Designated armed response calls for a small team, because quality and quick response are more important than mere numbers. The team consists of seven officers trained in firearms and armed response tactics. One officer is the team commander, and there are two three-officer squads. Each squad has one Federal 37mm gun and two 12-gauge shotguns. The SAGE 37mm gas guns, with much greater firepower, are kept in reserve until needed. Team members are equipped with body armor, helmets, and load-bearing vests. Team training focuses on policy and equipment, special munitions and control devices, defensive tactics and restraints, 12-gauge shotgun and 37 mm gas gun training, and tactical formations. Officers are cross-trained so they can function in any position on the team. All DART officers must maintain certifications in CPR/first aid, use of force, chemical agents, straight baton, and conflict resolution techniques. When officers are not in training or on "call-out," they fill regularly scheduled posts in correctional facilities.
