This document provides assessment and strategy development guidance for State domestic preparedness.
Abstract
This tool kit is provided for each of the designated State administrative agencies (SAA) to assist and guide their assessment conduct and strategy development for domestic preparedness. The tool kit contains eight separate sections representing sequential steps/tasks that should be conducted and completed in order to satisfy the assessment and strategy conditions of its acceptance of grant funds under the program. The Identification and Coordination of Jurisdictions is the first step, specifying the identification of jurisdictions and the particulars of coordination among program areas, response disciplines, and levels of government. The second step, Risk Assessment Process, includes instruments to evaluate and integrate vulnerability, threat, and public health performance and yield a risk profile. This assessment is to be conducted for each identified jurisdiction within the State. Step 3 is Capabilities and Needs Assessment, which is designed to provide capability information and guide identification of program needs. Step 4, Jurisdiction Prioritization Matrix, is a form for priority ranking of each of the State’s identified jurisdictions. Step 5, Three-year Projection Forms, is designed to report existing resources/efforts and projected needs for each response discipline within each domestic preparedness program area. Additional Training Information for domestic preparedness training capacity and needs is included in step 6. Step 7 is the Emergency Response Team Survey, which reports the number and composition of emergency response teams within the State. Step 8 is Recommendations for State and Local Response to Weapons of Mass Destruction (WMD) Terrorism Incidents, designed to report recommendations regarding overall domestic preparedness efforts within the jurisdiction and State. Step 9 is Statewide Domestic Preparedness Strategy, which provides an outline, guidance, and forms to assist completion of the statewide strategy.
