A macro-framework is presented for South African national security policies that is based on an international relations perspective. The framework identifies issues South Africa must consider in formulating and implementing national security policies. These issues concern the development of a national security strategy versus an international security strategy, an appropriate national security orientation for the future, non-provocative defense, an integrative approach to national security, the promotion of South Africa's vital national interests, confidence and capacity-building as instruments to promote regional security, appropriate extra-regional partners for regional support through an effective political-administrative system, building social capital through civil society's role in national security, and collective security. Effects of world globalization and the information age on South Africa's international relations and national security are noted. 14 endnotes
