The study arose from investigations that focused on allegations that corrupt police were engaged in drug dealing, including the protection of organized criminal activity within the drug trade, as well as stealing legally confiscated drugs and drug-related money. This follow-up report explains the rationale for each recommendation made in the report; indicates the action taken thus far; and, where appropriate, records the comments of the Criminal Justice Commission. The recommendations whose implementation is examined pertain to the establishment of a proactive investigation unit, legislative amendments, the handling of high-risk property, and personnel management issues. The latter issues are the automatic rotation and Commissioner's discretion to transfer, integrated drug and alcohol policy, and the training and education of covert police officers. Other risk management initiatives examined are the establishment of an informant management plan, the use of computer facilities, and the development of risk management practices. Overall, the report concludes that since "Police and Drugs" was released some 20 months ago, substantial progress has been made in relation to several of the report's recommendations.
