The focus of the juvenile justice system is not on punishing juvenile offenders but on achieving individualized dispositions that meet juveniles’ needs and promote their best interests, the best interests of the State and the safety of the public. The article consists of headnotes taken from West’s Decennial and annual Digests for 1986 through 1998, using all of the appropriate reported cases except for repetitious duplicates. The decisions are of State appellate courts and so are binding law only within that State, though they indicate the direction that other States may take.
