This handbook contains the information necessary for a State juvenile corrections director and staff to make a decision to contract with the private sector.
Abstract
For juvenile corrections to operate most effectively, they should use all appropriate resources, both public and private. When government considers the use of for-profit and non-profit private sector correctional services, such programs must meet professional standards, provide necessary public safety, provide services equal to or better than government and be cost-effective compared to well-managed governmental operations. In the event that a decision is made to contract a juvenile facility or a juvenile correctional service, the handbook contains the issues, questions, forms, checklists and samples for every step from developing a Request for Proposals to monitoring and evaluating a contract. The handbook includes information regarding the private sector as contractor, analysis of need, motivations for contracting, aspects of conversion and the feasibility of conversion.
