For juvenile corrections to operate most effectively, they should use all appropriate resources, both public and private. When government considers the use of for-profit and non-profit private sector correctional services, such programs must meet professional standards, provide necessary public safety, provide services equal to or better than government and be cost-effective compared to well-managed governmental operations. In the event that a decision is made to contract a juvenile facility or a juvenile correctional service, the handbook contains the issues, questions, forms, checklists and samples for every step from developing a Request for Proposals to monitoring and evaluating a contract.
