Developing a workable information sharing arrangement between agencies as disparate in outlook and function as those described in the Juvenile Accountability Incentive Block Grant legislation can be a difficult and sometimes contentious process.
Abstract
Recognizing potentially difficult and contentious issues, a multidisciplinary working group was convened in Pittsburgh by the Allegheny County Juvenile Court Services to negotiate and draft a proposed memorandum of understanding (MOU) on local interagency information sharing. County education and human services representatives were involved, along with law enforcement officials and juvenile court services staff. In initial discussions the court determined to meet its information sharing obligations to schools and the police, to facilitate individual case management, and to improve service delivery to families with chronic problems. The next step involved interdisciplinary discussions on information sharing that covered client needs, cross-training, and trust and confidentiality issues. The end result was the development of a workable MOU that incorporated parties to the agreement, purpose, general and specific covenants, and administrative provisions.
