The success of the multiagency, multinational operation Frontier Shield led by the United States Coast Guard demonstrates what is possible when agencies work together, even against an enemy with seemingly limited resources and product. The proposed strategy to defeat drug traffickers will require the full support and integration of assets from the Department of Defense, Customs, Border Patrol, Drug Enforcement Agency, and Federal Bureau of Investigation, as well as all the countries in the Antilles chain. These efforts need to include a comprehensive memorandum of understanding, greater legal and judicial enforcement, increased and more appropriate sensors, improved interagency and intergovernmental cooperation, and enhanced communications ability. The strategy should also include enhanced intelligence sharing, increased asset sharing and coordination, cohesive political support, comprehensive efforts against corruption, increased special operations, and comprehensive and coordinated professional exchange programs.
