This article presents resolutions adopted by the 16th International Congress of Penal Law.
Abstract
From September 5-11, 1999, the 16th International Congress of Penal Law was held with the theme “The Criminal Justice System Facing the Challenge of Organized Crime.” The Congress addressed four perspectives: (1) Criminal Law, General Part: general principles of criminal law, theory of crime, theory of punishment and juridical consequences; (2) Criminal Law, Special Part: crimes; (3) Criminal Procedure: procedural mechanisms developed to fight organized crime; and (4) International Criminal Law: international developments related to the establishment of common institutions and definition of criminal offenses, establishment of adequate means for international cooperation and prosecution. The article contains the complete text of the resolutions approved by the Congress, including defining new crimes and developing existing crimes in international cooperation conventions; new rules on extraterritorial jurisdiction; new rules on police cooperation; new rules on judicial cooperation; and new rules concerning the legal position of individuals in international criminal proceedings.
