This manual, representing United Nations standards and best practices, is intended for use as a practical human rights training program for all those concerned with juvenile justice.
Abstract
The section of the manual describes effective training techniques related to human rights issues in the juvenile justice system. Subsequent sections address human rights standards in the international juvenile justice system arena, preventing children from coming into conflict with the law, international human rights law, situational crime prevention, children accused of breaking the law, age of criminal responsibility, juvenile diversion, restorative justice, and children deprived of liberty. The manual presents guidelines for juvenile justice personnel, conferencing, involving children in court processes, and protecting the rights of child victims and child witnesses. A model course outline is included.
