This report presents a profile of the inmate population in each region in New York State under the 1992 reorganization of service delivery through the administrative grouping of neighboring correctional facilities into Hub groups.
Abstract
The State had 66,499 men and 3,505 women in custody on January 1, 1999. Females were present in three of the nine Hubs. A total of 14,529 inmates were ages 30-34 years, followed by 13,271 inmates aged 25-29 years. A total of 2,405 inmates were ages 16-18 years old. Seven hundred seven inmates were age 60 or over. Half (50.8 percent) of the inmates were black, 32 percent, 15.4 percent were white, and 1.8 percent were other ethnic groups. A total of 67.7 percent of the inmates were committed from New York City counties, 9.8 percent from suburban New York, 13.1 percent from upstate counties with a population center of 50,000 or more, and 9.4 percent from the remaining upstate counties. A total of 77.9 percent of the inmates were born in the United States, 8.7 percent were born in a territory of the United States, and 13.1 percent were born in a foreign country. Less than one fifth (18.9 percent) of the inmates were legally married at the time of commitment, 6.5 percent were living in common-law arrangements, 8.2 were separated or divorced, 1 percent were widowed, and 65.4 percent had never married.
