Belgium proposes that the following new paragraph be added in article 4 on the scope of the convention: "(...) The activities of armed forces during an armed conflict, as those terms are understood under international humanitarian law, which are governed by that law shall not be governed by this Protocol." This wording is based on article 19, paragraph 2, of the International Convention for the Suppression of Terrorist bombings. Brazil and Norway provide a report on the technical session on firearms regulation held in Bergen, Norway, on September 6-8, 1999. The representatives of Brazil and Norway alternated as chairpersons of the session. The purpose of the session was to exchange information and views on an informal basis on technical matters and to enhance the understanding of the technical questions involved in the revised draft Protocol Against the Illicit Manufacturing of and Trafficking in Firearms, Ammunition and Other Related Materials, Supplementary to the United Nations Convention Against Transnational Organized Crime. The report on the session encompasses participant responses to papers on the marking of firearms as a tool for law enforcement and the export, import, transit authorization, and licensing of firearms.
