There were five domestic terrorist incidents in the United States and Puerto Rico in 1998, which included bombings and arson. Twelve terrorist plots were foiled; all of these were being planned by domestic extremists. In 1998 the U.S. Government continued to enhance the Nation's counterterrorism capabilities with the establishment of the National Infrastructure Protection Center in February and the National Domestic Preparedness Office in October. These actions greatly improve the ability of the intelligence and law enforcement communities to prevent and respond to attacks on the Nation's critical infrastructure and threats from weapons of mass destruction. This report also cites prosecution progress in various terrorism cases. Ramzi Ahmed Yousef, the international rogue terrorist who mastermined the World Trade Center bombing, was sentenced to consecutive sentences of 240 years and life in prison for the World Trade Center bombing and airliner conspiracy.
