Useful information is presented on adjudicated youth in both residential and non-residential programs of the OCFS rehabilitation system. Summary tables describe admitted, in-custody, and discharged youth served by the OCFS, and 10-year trends and county-specific data are also tabulated. The OCFS served a total of 5,891 youths during 1998, including 3,509 in custody at the end of 1997 and 2,382 admissions during 1998. New York City accounted for 64 percent of youths admitted in 1998. The 2,382 admissions during 1998 represented a 5-percent increase over 1997. Within the crimes-against-persons category, assault was up 17 percent from 1997, robbery was down 4 percent, and sex offenses were up 14 percent. Approximately 9 of 10 youths entering facilities operated by the OCFS who were screened at intake had at least one special service need. The number of youths in care increased from 3,509 in 1997 to 3,736 in 1998. The average length of stay was 11.9 months in 1998, a slight increase over 1997 when the average was 11.3 months. Overall, the data indicate the array of service settings in which the OCFS provides care to youth in its custody. 12 tables
