A leader in child abuse and juvenile justice issues for more than 22 years, Shay Bilchik took over as the executive director of the Child Welfare League of America (CWLA) in February 2000.
Abstract
Bilchik was former administrator of the Office of Juvenile Justice and Delinquency Prevention (OJJDP). While administrator of the OJJDP, Bilchik expanded the agency's role in addressing youth violence, juvenile substance abuse, child abuse and neglect, children's exposure to violence, missing and exploited children, and strengthening families. Prior to the OJJDP, he forged a solid reputation as a champion of child abuse and juvenile justice issues in the state attorney's office in Miami in the 1980's under Florida State Attorney Janet Reno. Questions posed to Bilchik in his current position as executive director of the CWLA provide insights on his qualifications, priorities, management style, challenges, principal issues facing children and families and the role of CWLA in responding to these issues, the link between child maltreatment and delinquency, and the future state of child welfare. 3 photographs
