The program is designed to strengthen community anti-drug coalitions and reduce substance abuse among youth. Eligible applicants included community coalitions that had worked together on substance abuse prevention initiatives for a period of no less than 6 months and that had initiatives targeting the use of illegal drugs (narcotics, depressants, stimulants, hallucinogens, and cannabis). Approximately 100 grants of up to $100,000 were to be made available through a competitive grant process in fiscal year 1999.
