This Police Officer’s Handbook discusses “stop and frisk” based on an anonymous tip and financial exploitation of the elderly.
Abstract
The right of a law enforcement officer to make an investigative stop of a suspect and, in some circumstances, to conduct a frisk search of the suspect for weapons, was established by the U.S. Supreme Court in 1968. This booklet reviews a Florida case that resulted in a binding decision on one phase of the anonymous tip issue--namely, whether an anonymous tip that a person is carrying a gun is sufficient to justify a police officer’s investigative stop of that person. The booklet includes a brief review of the law of the case, legal commentary and a test for use by a discussion leader. The booklet also discusses financial exploitation of vulnerable adults, i.e., adults over the age of 18 who are not capable of taking care of themselves physically or financially. The discussion describes procedures for uniformed officers asked to check on an elderly person in need as well as signs that an elderly person may be the victim of physical or financial abuse.
