Crime on college and university campuses first captured media attention in the mid-1980's and brought the issue into public view. Civil suits filed by victims and surviving family members of homicide victims against universities and administrators served as the prelude to successful advocacy for Federal legislation that requires colleges to compile and publish annual campus security reports. For each of the years 1992-1994, violent crimes were reported by about 25 percent of postsecondary institutions with reporting requirements pursuant to the Campus Security Act. On-campus arrests for liquor law violations, drug abuse violations, and weapons possession were reported by about 10 percent of the institutions in each of the 3 years. The chapter discusses Federal laws that address campus crime, how crime victims use civil remedies to combat campus crimes, barriers to increased reporting of campus crimes, recommended solutions to increase reporting and critical elements in developing a comprehensive victim services program for campuses.
