Bilchik believes the JAIBG program will enable States to focus on some issues that have not received sufficient resources over the past 10 to 15 years. He expects that JAIBG, in combination with State and local investments, will have a significant impact on issues from intake and assessment to court processing, from the development of appropriate residential and nonresidential alternative treatments to the holding of juveniles accountable within those systems, including the effective use of aftercare. JAIBG should provide the resources necessary to deliver better assessments, information sharing, and planning for treatment. JAIBG is also consistent with the aims of the Comprehensive Strategy and the Balanced and Restorative Justice Model, which focus on a balance between prevention and graduated sanctions, as well as accountability. This interview also discusses the impact of JAIBG funding on the construction of new facilities, the collaboration or regionalization between jurisdictions, the impact on line staff in correctional institutions, and technical assistance.
