The draft protocol incorporates 24 articles, with beginning articles addressing the role of the UN Convention Against Transnational Organized Crime, definitions, and purpose and scope of the draft protocol. Subsequent articles focus on criminalization, jurisdiction, confiscation or forfeiture, record-keeping, firearms markings, deactivated firearms, import and export regulations, security and preventive measures, information exchange, and international cooperation. Final articles consider the need to establish a focal point within the UN to monitor organized crime and the illegal manufacturing of and trafficking in firearms, the exchange of experience and training, confidentiality, technical assistance, the registration and licensing of firearms brokers, and administrative procedures.
