This third edition of the U.S. Sentencing Commission's "Sourcebook of Federal Sentencing Statistics" contains descriptive statistics on the application of the Federal sentencing guidelines and provides selected district, circuit, and national sentencing data for fiscal year 1998 (October 1, 1997, through September 30, 1998).
Abstract
Circuit and district statistics address the document submission rate of each circuit and district as well as guideline offenders in each circuit and district. The document submission rate of each circuit and district involved 50,754 cases, with data on judgment of conviction order (received and not received); presentence report (received, not received, and waived); and report on the sentencing hearing (received and not received). The number and percentage of guideline offenders in each circuit and district are presented in another table. Tables on primary offense and offender characteristics encompass the distribution of offenders in each primary offense category; guideline offenders in each primary offense category; the number of guideline offenders in selected offense types; the race, gender, age, education, and citizenship of offenders in each primary offense category; and guilty pleas and trials in each circuit and district as well as primary offense category. Sentencing information focuses on the distribution of offenders receiving sentencing options, average sentence length in each primary offense category, average length of sentence in each primary offense category, average length of imprisonment for offenders in each criminal history category by primary offense category as well as each general crime category, offenders receiving fines and restitution, type of sentence imposed in each sentencing zone, and imprisonment of offenders eligible for non-prison sentences in selected offense types. Other major data categories in this report cover various aspects of guideline application, departures and sentences within the guideline range, sentencing on drug cases and immigration cases, organizational sentencing practices, and sentencing appeals.
