The OJJDP has developed a comprehensive strategy to help communities prevent juvenile delinquency, a strategy that runs the gamut from prevention to intervention and treatment. The strategy holds offenders accountable for their actions and provides them with opportunities for rehabilitation, incorporates approaches to dealing with the small percentage of juvenile offenders who account for the most serious and violent crimes, and aims to work with juveniles at risk of committing delinquent acts before they become involved with the juvenile justice system. The OJJDP funded several programs in 1996 and 1997 to help communities implement the strategy. Major program accomplishments during these years focused on keeping young people safe, mentoring, strengthening the family, and preventing hate crime. Other priorities of the OJJDP in 1996 and 1997 were information sharing, satellite video-conferencing, the Family Educational Rights and Privacy Act, conflict resolution education, research, and boot camps. Additional OJJDP activities related to missing and exploited children, child homicide, State and local assistance grants, and juveniles in custody. An appendix to the annual report lists OJJDP publications released in 1996 and 1997. 6 tables
