Included among the major risks accompanying corruption is the increased trafficking in dangerous materials (nuclear and chemical components and biological weapons), trafficking in drugs and trafficking in human beings. In addition, corruption is an illicit "added tax" for business which discourages foreign investment in developing and transitional countries. The chapter briefly describes anti-corruption efforts in Romania and the country's participation in international efforts. The chapter suggests, as measures useful in diminishing the effects of corruption: (1) promoting and adopting global standards concerning transparency and responsibility; (2) encouraging regional approaches; (3) promoting major structural reforms that eliminate the elements favoring corruption; (4) assumption by the private sector of a greater role in anti-corruption efforts; (5) enhanced international cooperation; and (6) greater anti-corruption efforts by civil society and by religious representatives and promotion of religious values and educational efforts throughout society.
