An Interpol group established to research and develop anti-corruption initiatives consists of nine law enforcement officers representing Europe, Asia, Africa, and the Americas. It also has representatives from the World Bank, Transparency International, the Information Coordination Group and the chairman of the Organizing Committee of the International Anti-Corruption Conference. The Interpol group has produced a mission statement which emphasizes three important issues: (1) Law enforcement is an integral part of the international community; (2)Effectively combating corruption requires both reactive and proactive measures; and (3) The battle must be fought by the community as a whole. The group has defined corruption as "any course of action or failure to act by individuals or organizations, public or private, in violation of law or trust for profit or gain." The article includes the group's declaration of intent and action plan. The action plan includes compiling a library of best practices; producing a calendar of events; creating an early warning system; establishing a Website linked to Interpol's general Website; producing a list of minimum standards for law enforcement with regard to investigation, prosecution and judicial process; and joining the IACC.
