This book reports on the proceedings of a seminar held in Pretoria, South Africa, September 8-9, 1999, for the purpose of reaching a consensus on practical joint action for countering small arms proliferation in Southern Africa.
Abstract
The seminar involved discussions to identify practical projects under the framework of the Southern Africa Regional Action Program. This report includes the ideas for practical projects that lend themselves to potential support from the European Union (EU), its member states, and other interested governments and organizations. These ideas received widespread support among the seminar participants, which included representatives from 23 countries and four international organizations. The proposals are classified under four broad themes: research-based projects, opportunities for operational support, building capacity and expertise in crucial sectors, and raising awareness of the problem of light weapons proliferation. One appendix contains the Southern Africa regional action program, and another appendix provides the EU arms initiatives (text of EU program, code of conduct, joint action, and council resolution). Other appendixes contain Southern Africa initiatives, the resolution of the Organization of African Unity, and a description of assistance programs for countering light weapons proliferation in Southern Africa.
