This is the provisional agenda for the 10th United Nations Congress on the Prevention of Crime and the Treatment of Offenders, April 2000.
Abstract
After dealing with organizational matters, the Congress will discuss: (1) promoting the rule of law and strengthening the criminal justice system; (2) international cooperation in combating transnational crime: new challenges in the 21st century; (3) effective crime prevention: keeping pace with new developments; (4) offenders and victims: accountability and fairness in the justice process; and (5) adoption of the report of the Congress. The Congress will examine elements of the rule of law that are needed to support fair, effective, and efficient criminal justice systems. It will create the draft United Nations Convention Against Transnational Organized Crime and the draft protocols thereto. It will discuss new challenges in crime prevention, including resource limitations, application of new prevention mechanisms and promotion of evaluations, research, and statistics. Finally, the Congress will discuss victims' rights, offenders' rights, community interests, and restorative justice. Notes, appendix
