Challenges to Federal law enforcement include: coordinating the missions and priorities of diverse agencies and integrating domestic and foreign intelligence capabilities; terrorism; globalization of crime; federalization of crime; and maintaining professionalism and demonstrating accountability. To address those concerns, the report recommends that the President and Congress: (1) make it clear that the Attorney General has broad coordinating authority for Federal law enforcement and for minimizing overlap and duplication; (2) provide the intelligence and information needed to combat terrorism; (3) make global crime a national law enforcement priority; (4) reverse the trend toward federalization; and (5) focus on professionalism, integrity, and accountability. The last recommendation should include providing law enforcement officials in all Federal agencies identical policy guidance regarding the use of deadly force and standardizing procedures, operations, and training as much as possible.
