Answers are provided to frequently asked questions related to the Violent Offender Incarceration and Truth-in-Sentencing Incentive (VOI/TIS) grants.
Abstract
Most of the questions have been raised by officials in State offices responsible for administering the VOI/TIS formula grant program as well as by other interested parties. The answers to questions provide an interpretation of VOI/TIS program provisions and requirements. The questions pertain to the purpose of the VOI/TIS program, eligibility requirements, exceptions for geriatric prisoners and/or prisoners with medical conditions, allowable uses of funds, demonstrated ability to operate facilities, recognition of crime victim rights and needs, drug testing, interventions, sanctions, inmate death reporting, sharing funds with local government units, juvenile facilities, private facilities, and program implementation and administration.
