This annual report describes the organization, operations, costs, and accomplishments of the Tennessee Department of Correction during fiscal year 1999-2000 and notes that the system’s correctional institutions had an average daily population of 16,473.
Abstract
The inmates on June 30, 2000 included 15,864 males and 890 females. Twenty-seven percent of the inmates were age 40 years or over, 16.55 percent were ages 35-39 years, 16.90 percent were ages 30-34 years, 18.85 percent were ages 25-29 years, 18.23 percent were ages 20-24 years, and 2.20 percent were ages 18-19 years. Thirty-one inmates were under age 18. The department has saved money through recycling, installation of new telephone systems, and reducing energy use and expects to revert approximately $29 million to the State General Fund, based on preliminary estimates. The Department added 30 beds without construction during the year as a result of double-celling cells that previously had single occupancy. Enhanced management of inmate grants is underway. The addition of a security threat group coordinator has improved the identification of gang members, increased staff training and communication with law enforcement, and facilitated the development of a unit to isolate gang leaders and most violent members.
