The first paper addresses the importance of a procedural study of organized crime, an evaluation of the influence of the organized character of crime on the rules of criminal procedure. The difficulties of producing such a study include defining organized crime, a notion that is more criminological than jurisprudential; great disparities between national legislations; and the inevitable conflict between the guiding principles of criminal procedure and organized crime. The journal contains national reports on varying aspects of criminal justice systems facing the challenge of organized crime from Germany, Austria, Belgium, Brazil, Chile, Croatia, Egypt, the United States, Finland, France, Greece, Hungary, Iran, Japan, Mexico, the Netherlands, Poland, Romania, the Czech Republic, and Sweden. The journal also contains proposed resolutions concerning respect for the rule of law; presumption of innocence; proactive investigations; witness anonymity; witness protection; special conditions permitting violation of personal privacy; specialized services within different countries; and coordination between different procedural systems.
