Abstract
The report is divided into seven sections. The Introduction describes the genesis, purpose, methodology and content of the study and the Institute on Criminal Justice, with a note on the data. Juvenile Crime in Minnesota discusses juvenile crime trends, both in Minnesota and nationally; size and nature of juvenile population under supervision; severity of crime; gender, racial, and regional differences in crime and corrections; and what the future holds. Residential Placement of Juvenile Delinquents examines who is placed in a residential program and comparative costs of residential vs. non-residential placements. Description of Residential Facilities includes size and use of residential facilities as well as length of stay, cost, and programming. Program Effectiveness defines "successful outcome," and presents conclusions. Observations and Recommendations discusses gathering better data, deciding when to use "Out-of-Home" placement, assessing the size and nature of the group of diversion cases, and issues of crime control. Federal Funding for Juvenile Probation describes available funds, current practice, and data needs, and presents issues and observations. Figures, notes, tables, appendixes
